And Amber lights are generally set for a minimum of four seconds which leaves plenty of time to stop in even poor conditions.

I just love how you pick and choose what you want from a single section of the Police Services Act to further your own point. Speed checks are not illegal and are most certainly not misconduct.
Try posting the entire section next time.

An FOI request with the Ministry wom't get you anything. They don't have control or posession over the manual.

Did the officer look like an insurance agent?
Think for yourself first and foremost. You might want to contact your insurance company and ask some very general questions about how they increase rates based in tickets.

Re: FORM 4F question (4A? 4B?)
In a vast majority of the cases, the remedy for lack of disclosure is an adjournment. If you believe that the prosecution is not providing you with something that you feel is necessary for your defence, then you should be prepared at your next court appearance to argue that fact in front of the JP and then they will make a decision.

This is one that they will gladly take to trial with no deal, regardless of your record. The prosecutor really has nothing to lose.
Try some if the usual paralegals to start.
Request disclosure as soon as possible.

It appears that the JP has made a decision about your disclosure.
See if the prosecutor will permit a viewing of the manual and be prepared to take notes. They won't permit any photocopying.
As far as I'm aware, there are no copies of this particular manual available at any library or even online.

Re: Speeding Ticket (possible fatal error)
I'm not sure that this is even a fatal error. The official short wording from the Ontario Court of Justice simply says, "Speeding". I was always told that not indicating the speed and speed limit only prevented the MTO from applying demerit points.

I wouldn't bet the farm on a 29 or 39 over, even for a first offence. It's going to depend on how good the evidence may be and without seeing any of that t, I don't think a paralegal can make any promises.

Also, ditch the word calibrate. Police don't "calibrate" the radar before and after an offence, they test it. Quite a big difference.
