a 13 year old was driving with no license, and has been charged as such. Is it true he will not be allowed to get a license for 5 years now ?

Why do you believe he wouldn't be eligible for 5 years?

As far as I know, assuming the fine is paid, the person would be able to apply for a licence when they turn 16.

the officer said so....

plus a sister-law was charged for the same thing a few years ago. Not that she ever had one, or needs/has one now.

this was all they charged him with, mostly considering the reasons behind stealing the car, and where he was heading. But he is a on track racer, and likes to drive.
