Anyone can represent anyone. You need to be court approved before you can charge money for it though........ your friend's, uncle's next-door neighbours grandmother could do it......

If you are not going to be there you should send her with a signed letter which should say something like: I, ______, give ________ permission to act on my behalf in Provincial Offences Court in relation to PON#___________. That's all it needs to say.
