I would disagree with your interpretation of the regulation. It's about putting signs behind a wall, tree, pole, etc. You can't place a sign to avoid glare at any given time. If you're still looking for an early resolution meeting, you can plead not guilty and show up any available day from now until your trial. You can even show up on your trial date.

If your wife was pulled over roadside, she would have been charged with driving while suspended. It's your responsibility to make sure you can complete the turn in safety while yielding to all incoming traffic. The other driver has the right of way. Whether there is a signal wouldn't supersede your obligation to turn in safety.
