From a technical standpoint, yes it would be legal. As long as you're bolting them up straight to a set of catalytic converters and not replacing them with a set of test pipes while you're at it. That being said, there's a noise factor that is vague. There's no noise chart to go off of in the highway traffic act. If an officer deems the noise to be too excessive, they'll hand you a ticket.
