. Based upon most 'T' intersections the wider road most often has 'right of way'. This intersection is definitely not the norm and based upon my measurements is improperly signed/signalled.

Turns have to be made into the closest lane.
ie: turning right (onto a road) the vehicle has to enter the closest lane.
ie: single turn lane for left turn. Road that vehicles turning left onto has 2 lanes (in the direction of the turn). The vehicles turning left must turn into the lane closest to them (nearest to the centre of the road)

In these situations, manpower is critical to maintaning a blocked hwy, which of course usually is 1 car to block 2 lanes. Then you need another on the on-ramp....as sure as flies like poop, someone will go off do a uturn and come back on. Obviously not enough manpower on this date.
