The 1st picture that is supposed to show car has crossed the line on a red light doesn't clearly show that.
The purpose of the first picture is not to show you across the line. It's to show your vehicle at the line while the light is already red. It's to show the light had already been red before you entered the intersection.

Toronto has tons of exemptions for handicap permit holders. They are not limited to your typical blue wheelchair spot.
That includes things like: free metered parking, parking in no parking zones, parking on streets that require permits, spots with time limits, parking on a street for more than 3 hours, etc.

There's nothing stopping regular joe from reporting you to an officer.
The officer will look up the address of the plates and send you a generic letter letting you know that someone had reported your driving.

Either the officer who shows up can provide first hand knowledge of the evidence relating to the charge (speeding) or not. If the officer who is present can account for testing the unit and all the relating evidence, then the second officer wouldn't necessarily show up simply because they spoke to you.

Tickets can and will be amended to their original speeds once the trial process begins.
If you're looking to plead guilty on your trial date, you can do that too. Just show up and tell them you're no longer looking for a trial and you wish you just plead guilty to the ticket you received.
