As far as insurance goes, They don't care whether it's in a parking lot or on a highway. Fault Determination Rules still apply. In your case, you'd be considered 100% at fault. If that person has your plate, they'll likely give it to their insurance provider and they'll take care of the rest.

If you don't accept any offers at the early resolution, they will then book you a court date. How long your court date takes depends on how busy your area is. At your court date, they'll give you an offer(probably the same one). If your plan is to plead guilty, you can just accept it.

Your chances of a reduced speed are good. There's room for them to work there. It doesn't sound like it was already reduced at the scene.
They'll give it to you because it's worth more to them that you take it rather than go through with a time consuming trial.

You had other options. Safest route is to slow back down and put yourself back behind that driver. That's not excusing the other driver. He/she is an idiot. I have never heard of any such requirement for a red light camera sign. The sign doesn't tell you to do anything. There's tons of signs that are a courtesy (e.g. "new" sign warning of changes to signage), but they are not a requirement.

If I were to take the opposite position, i'd say the last sign supersedes the previous one. If you can't turn, the road is essentially closed and merge as need be back into traffic. The right turn can't be completed as intended.
Still a bit harsh though either way.
