Dangerous driving

I have a neighbour of mine whom has MS and continues to drive. He can barely walk down the driveway without holding onto the fence with one hand and a cane in his other. He has had several accidents, claiming they were hit and runs and always gets the car fixed fast, however looking at his rims they are a disaster and you can tell he rides the curbs all the time etc.... When I approached him he said "he likes the mental/physical challenge"...

Who can I call to have his proficiency challenged? I wish MS on no one! but he should not be on the road!!!

I do not like the mental and possibly lethally physical challenge of being run over/have my vehicle crashed into by someone who "finds driving a mental and physical challenge". This is a serious accident that simply hasn't happened *YET*.

I agree 100%. How old is he? He needs to get retested every 2 yrs.
