hwbear is right the onus is on the driver.(to have every document)
You said that the card was in a hard to get to place.
Did they only give you so much time?
My thought is that you should have as much time as you need to find the card?

Let me rephrase in point form.
Approaching Red Light around 3:35PM
Noticed unusual heavy traffic in the area near the light
Cars/Trucks making left turns from right lane, almost got into an accident
Notice an officer about 25 metres to the right waving cars over to the side of the road, with a police car on the shoulder

Certainly not good, but even professional drivers have "moments". I'd be curious if the driver just wasn't familiar with the route, or just decided to take a chance.
As for fault determination, I think someone turning could have a possible defence, especially if the bus driver was charged with disobey sign by the police.

You did absolutely wrong, but he stops you and asks for ID.

The problem with incorrect (time/place/etc errors) is once you are arraigned they can be amended.
You have to get in your objection first.

This is exactly why when driving, you were taught to stay to the right of the road. That way, when there's an emergency or an emergency vehicle passing, you're not obstructed by or obstructing others.

It is most likely covered under comprehensive.
Deductible might be waived since a criminal offense caused it.
Unless you admitted to using the car /no care of vehicle charges stick.
You won't be convicted to anything you did not admit to.

An Insurance company uses your history to base your charge.
If you start buying at 19 or 23 it is the same start.:ie like new!
If you don't want to pay through the nose "later" get apartment "insurance".
Or added to a good driver,s car.

Simon is correct.
My thoughts:
Your insurance record starts from when you start paying for it, not later.(you will get a bit of a break for the years licensed but "minor").
What you need to do is:
Find a friend who is willing to let you be added to their policy as an occasional driver.
