hwbear is right the onus is on the driver.(to have every document)
You said that the card was in a hard to get to place.
Did they only give you so much time?
My thought is that you should have as much time as you need to find the card?

Let me rephrase in point form.
Approaching Red Light around 3:35PM
Noticed unusual heavy traffic in the area near the light
Cars/Trucks making left turns from right lane, almost got into an accident
Notice an officer about 25 metres to the right waving cars over to the side of the road, with a police car on the shoulder
there were about 10-15 ...

However most have an exception for delivery vehicles.
I believe it's Timmins.
The problem is that he wasn't charged under a bylaw, but the HTA. Because of that whatever exemptions the City may have wouldn't apply.

In Toronto the owner of the company must register his signature with the parking ticket place.
You then get him to write a letter with date/time saying you were delivering/picking up.
Along with the original of the waybilll/bill of lading/work order.

They have changed the signs to allow buses a straight through access.(It might save them 4-5 minutes)

Just recently they have added "buses excepted" to the bottoms. Also at Brock and Westney roads.

Certainly not good, but even professional drivers have "moments". I'd be curious if the driver just wasn't familiar with the route, or just decided to take a chance.
As for fault determination, I think someone turning could have a possible defence, especially if the bus driver was charged with disobey sign by the police.

You must have had to slow down for him to catch you?
I had a similar bike and out side of a race-car nothing else is getting close.

Under the HTA, a cyclist does have to identify themselves and is subject to arrest if they refuse to do so.
