Once you have a licence in Ontario in remains for life. You can turn the licence in, but all details on MTO remain intact. Unpaid fines still remain against the Ontario licence until paid. I don't know the legalities of it, but this what I have seen....
I saw a simliar situation this past week in criminal court, defence has to provide the document to prosecution for review, trial is now put over for another date for continuation to give prosecution time to thoroughly review the report.

Came to a full stop at the intersection in the left turn lane, the light turned green and I pulled forward into the intersection and stopped to wait for a clearing to turn left.

You only have one offence which is the "careless driving".
The 3 day warn is not a charge. It is an administrative drivers licence suspension for 3 full days from the time of the stop. That is why your vehicle was towed from the highway.
