I just got my renewal last week, pulled it out, no mention of a 14 day policy anywhere in the fine print. I have been researching R. v White as a possible defense at trial for a friend that has a drive suspended case. His initial statement was the only thing that identified him to police.

. The officers that showed up the day of the accident had reported it as a non reportable accident
If it was a "non-reportable" the officers would not have handed you a pamphlet and told you to go the Collision Reporting Centre.

Driver's handbook is not law, but a guideline only. What you have to do is research the actual law for the licence
