I personally like "Driving While Stupid". An incident like this should be cause for licence suspension, big fines etc. There is no reason or explanation for this to occur.

Most people would rather pay a mistaken ticket than experience the stress of going through the trial process. But you need to know that the courts are there to protect YOUR rights. You have the right to face your accuser in a neutral setting and have your concerns brought to the attention of a trier of fact (Justice of the Peace).

Learned this one the hard way. There is a form 4F that needs to be filed to have this motion heard. Basically if the trial date for your ticket is more then nine months after the infraction you can file a motion that your right to a speedy trial was violated. It should be a fatal error. When you get a ticket there are two parts. First you broke some law (e.g. speeding is against the Highway Traffic Act). Second, the process of charging you (i.e. the officer handing you a ticket) is covered under the Provincial Offences Act (POA).

I can see the city bus being exempt with that definition, but how does school bus fall into this as per definition of a school bus?
Since a school bus is a special-purpose public vehicle, it may have special rules for operation.
