Notes are a way for the people who got caught to try and find a loophole to get out of the charge.

"Loophole"?

Notes sometimes show things like:

- Officer did not properly test speed-measuring device
- Officer did not properly observe offence (particularly true at signalized intersections)
- Officer observed defendant do something but ...

Private property is not exempt from the criminal code.

I was surprised to learn that there are certain laws in the USA that a person can be charged with DUI if they have been drinking and sitting in the drivers seat with keys in the ignition, but not actualy driving.

there is a list of "set fines" that officers have to follow, along with the "set fine" is a "short form wording" which is pretty much standard, however the officer does not have to use the "short form wording" but 99% of the time it is used.

set fines are listed on the "ontario court of justice" website on set fines.
