I'd be doing this as a conscientious objector because all the literature I've read (including this one: http://www.engr.uaa.alaska.edu/research/upload/StuddedTiresInAlaska.pdf )indicates that the research on which Ontario relied when it instituted the ban (before I was born) is no longer valid with today's much less aggressive studs.

What is 140knots true air speed? Was told it was Cesna 206 turbo at 178knots. The Supreme Court of Canada ruled in 1987 that cops can stop you for any reason and check documents. However Bear is incorrect when he states there is nothing illegal in them searching your car for any reason. .

rather than create yet another useless database to justify someone's existence (create a job - rather than doing what they are supposed to), it would be way easier for anyone that has a bicycle to record the serial number down. If the bike is stolen/lost provide the police with the Make, Model, Serial number, speed, size of frame, colour. This info ...

The truck should not have been towed.
I would have towed the vehicle to prevent the continuation of the offence . It is still uninsured off the owners property. Now the person can ask the vehicle go back to their residence.

Entrapment is the act of a law enforcement agent inducing a person to commit an offense which would be illegal and the person would otherwise have been unlikely to commit.........so unless the officer stopped by your friends home, told him to toss plates on the vehicle and drive down the road without insurance, it is not entrapment.

secondly, ive spoken to many other truckers whom have had problems at weigh stations in the United States whose licenses are expired and require to do a written test -although Ontario has extended there license.

if it is a summons with a court date...it is a must attend (and/or paralegal) on that date, can not mail it back in. Failing to attend on the date on the summons, a JP can issue an arrest warrant for you.
