The ticket for the license is for not being able to surrender it upon immediate request. It doesn't mean you didn't have a license, it just means the officer asked for it and you couldn't provide it at that moment. 1.) Date of deemed service is - 4-Feb-21. Does it mean I have 15 days of time beyond 4-Feb to exercise the options provided?
The date given may be off a couple days either direction. I believe they just tack on a certain amount of days to account for the mail. But yes, that is the date you are assumed to have been served your ticket.

Those aren't regulations. Those are guidelines from the Ontario Traffic Manual. "The purpose of the Ontario Traffic Manual (OTM) is to provide information and guidance for transportation practitioners."

It's not exactly picking up two speeds at the same time. Moving radar can be set so it's just constantly picking up speeds. Once one car passes, it'll just give you the speed on the next car and so on. So if two vehicles are following each other, it would be possible to pick up both once the lead vehicle moves forward enough.

I don't think what you've described would be a valid defense for necessity.
Some issues against you would be that your mother was not in the vehicle and there were other alternatives, such as calling 911 and having her transported by ambulance.

The consensus would be that you'd probably want to consider a paralegal anytime a charge carries the possibility of jail time, which this does.
