FYI I'm pretty sure 29 over is the maximum speed that can be issued on regular ticket for a community safety zone. 30+ over has no set fine and requires a summons.

Yes and no. The two sections really cover different types of offences. In short... is there a way I can dispute or much preferably settle this without having to waste gas to drive to Mississauga and settle this as a dispute in person? I would cost me about $8 in gasoline (assuming only one trip) just to save myself from a $20-25 ticket.

Agreed. That information doesnt prevent you from defending yourself, so it would not be considered a fatal error.

Technically your husband did commit all three offences, even if the dealership mixed up the plates. I'd suggest seeking a first attendance meeting with the Crown and explain the situation. It would be a very good ticket to fight. The fact that you were following too close probably wouldn't be sufficient on its own for careless. If you were to fight the ticket the witness/complainant would need to be present at trial to give evidence unless the officer actually witnessed your driving as well.

Is it possible you updated your address shortly after the date of the offence? The weird thing is that if you had outstanding fines, you should NOT have been able to renew your plates. Are you sure both your vehicle and licence have the same address? Sometimes people change one but not the other.

The officer has up to six months to charge you with the offence. You would be summonsed and required to attend Court. It would not be like a regular ticket where it's assumed you're simply found guilty if you fail to respond within 15 days.

Unfortunately some bylaw charges relating to prohibited turns can have demerit points assigned to them. It depends on the actual charge and section.

Contact the police service and see if there is any type of documentation the owner can provide that would allow you to retrieve the vehicle. Policy will vary from one service to the next, and you may be out of luck. They have no legal obligation to return the vehicle to you if you're not the owner.

I believe most parking infractions are absolute liability offences. If it's an absolute liability offence, the Crown need only show that it was your vehicle parked in front of the hydrant. If it was a strict liability offence, you could argue that the hydrant wasn't visible and you made reasonable efforts to park legally, but I don't think that's ...

I believe there are a number of mitigating circumstances: the poor signage, extremely sharp turn, layer of gravel/dirt on the paved road, hill, no ABS, and skid marks showing that I anticipated the turn hundreds of metres in advance. The other thing is how does the officer know I didnt stop. From my opinion I slowed down to a stop but didnt wait for 3 seconds or more. I continued on after a second.

Certainly not a guarantee, but you might have a better than average chance of not having an officer make the trial. The Crown would likely need both the spotter and charging officer to attend Court. The spotter in the aircraft probably works in several different regions, meaning he'd have fewer available dates to attend Court compared to an officer ...

There's no magical explanation that you can use in Court to simply be found not guilty. Radar Identified gave you a few possible scenarios that can explain the offence, but it sounds like by your admission you just simply failed to stop.
