I'm not sure the lead-acid batteries could power all of that equipment for too long.
So they probably have to leave it running. Imagine if the officer was sitting there on battery power, picks up a car going 180 km/h on the LIDAR, then goes to start the car and chase... DOH!

The location on the ticket does not have to be specific. "Dundas St W" is enough. Unfortunately it is not a "fatal error."
