Actually, NO ONE does traffic enforcement like the Ohio State Police. (Actually I guess it's the Ohio State Highway Patrol or something like that.) They ticket for as little as 2 MPH over the limit. They use aerial surveillance way more than the OPP. They go out in marked and unmarked cruisers and drive 1 MPH over the posted speed limit. Anyone who ...

Why not start by charging normal rates -- then raise rates according to the driver's record?

Short answer: Because that would cost them $$$ in profits, as golfer0012 was saying.

The insurance companies try to predict how much money they'll have to pay out in claims per driver. They look at how much money, on average, driver "X" will cost them ...

Just be careful about it - in Toronto they've mistakenly been applying demerit points from bicycle offences to driver licences. Don't let them do it! If they do, call MTO and get it fixed. So yes, Plenderzoosh is right.

All I'm asking for is advice on what I should do.

In cases where people pass a police cruiser, marked or unmarked, it usually is difficult to get it beaten in court. If the officer ticketed you for 102 in an 80 zone (I'm assuming that's what you did), you could try to plea-bargain to 95 in save demerit points and a little bit of cash.
