Just make sure you search this forum for the London v. Young ruling. Gather all of the facts first... the procedure to get the ticket quashed is a bit convoluted. I'm just being lazy and don't have the links right now... but if you search for it, you'll see what can be done to get the ticket thrown out.

File a complaint with the city. No ticket HAS to be issued especially if the ticket issuer doesn't believe an offence has occurred. The manager did this to cover his ass only so that the city didn't have to pay the bill and to leave you on the hook for it (excuse the pun).

If you plea bargain to a lesser charge (and they take it), the question about shoes is gone. If you approach the Prosecutor about seeking a lesser penalty, that's about your best chance here. I don't know... if the cop reduced it to 15 km/h on the spot, unless there was (as iFly55 suggests) a definite fatal error on the ticket, I'd just pay it, especially for something that was reduced and not really significant.

I work on the enforcement side of things and even I find these seizures troubling. I do not believe a persons vehicle should be seized prior to any finding of guilt. The cameras snap two pictures, one showing you crossing the stop line, the other showing you proceeding through the intersection. If you were to appeal, the first issue is that arguing that the "secretary" (actually she's the Clerk) had no right to remove you is incorrect. If you try to appeal, they will obtain the transcripts which will show you were ordered out for not shutting your phone off. "I looked at it for 5 seconds" is not shutting your phone off.
