Well, my opinion is that the cop was overreacting for sure, but there is not much you can do really

No, they'll amend it. Or try to.

No, unfortunately you have to file for a trial here. Do not plead guilty. Ask for a trial (Option 3, check "Officer Present" too). Then you see to the prosecutor.

A convenience fee of $2.50 is applied to every transaction.
They should not be allowed to pass on the transaction fees to us. That is the Cities operation cost. Why do we have to pay it?

You will basically get a court date, and a slew of FA meeting dates. You can come to any FA meeting, or not come to any one of them at all. You MUST come on the court date.
On your first attendance the prosecutor will likely try to get you to plead down to "Follow too close", which is about the same fine, but less demerit points.

The crown will likely offer you a 29 over if you go to FA meeting.
You are right in that you need to either find errors in the notes, or not receive the disclosure at all. Or the cop no-show. Not sure about Cambridge, but in Guelph the chances of that are next to 0, and in Toronto close to 50%.

40 over is rather stiff. You may want to plea-bargain it yourself again. It is also very hard to disprove. You can try to get a set of disclosure though. But attempt "Option 3", with "Officer present". Once you get a court date, file for disclosure. Also, see how far you go to the courthouse, the information should be printed on the ticket.

First off talk to the prosecutor see what he offers you. Look for the cop as well. If cop doesn't show up you win.
DO NOT accept any papers prosecutor tries to give you. You do not want to receive disclosure 5 minutes before the court.
If you do not like the offer, you can also ask for stay due to non-disclosure. They will try to reschedule, but ...

FYI, you CAN be arrested for missing a court date. It is not a threat.
Him not showing up does play well into your favour. It can help you plead down the fine if anything.

Do you know how the officer looks like? You can look and see if he will shows up.
In your second request, did you specifically ask for the by-law? Typed version of handwritten notes? Then you can apply for a stay. Talk to the prosecutor, but don't let him know too much (or anything really).

Some people also reported that they were able to file for a trial up to a month after the date. of the ticket. Maybe this is why.

If you do not pay your ticket, you are deemed to be in disagreement with it. If you drove away instead of receiving it would be one way of it. The court has to go through all the unpaid tickets, and review them. If there is a flag that you drive away/weren't served, that might cancel the ticket for you.

You can always bargain with the prosecutor. Chances are your ticket will be dropped to 15 over, which is no points. Your insurance might go up a little, or it might stay the same. You will also get a rather small fine.
In the meantime, file for disclosure once you receive a court date.

Iwas caught speeding @54 km in a 40km zone. I have checked with my insurance company and my premiums will go up even if the offence does not carry any demerit points. My question is, when I go to trial would I be able to bargain with the prosecutor to reduce this offence for say a parking violation to be paid inmediately, or an HTA offence ...

Quite unfortunately, you could not prove that there was no by-law. However, this is not your responsibility. The crown MUST provide a copy of the bylaw that made the placement of the sign possible. Otherwise the ticket should result in "no charge".
