i too was super confused when media outlets were reporting during Operation Distracted Driving: ontario provincial/municipal police were targeting drivers drinking coffee, eating food, playing with stereo system and holding objects (paper & cards)
were they all charged under s78.1 or s130 Careless Driving?

the JP at my trial ruled it's the day you filed your tickets at the sardine office, and expressed your intent to fight the charges

Finally, if you want to plea to a lesser charge, I suggest choosing Option #3 and meeting with a Prosecutor prior to trial date. You can plea then, and with the new regulations coming into effect on March 31st, you can most likely go before the JP on the day you arrive to speak to the Prosecutor to have the charge entered. wait what's going to ...

filing the 11b closer to your trial IMO strengthens your argument; just think about your sworn statement, feeling prejudice 3 months after your charge or 11 months?
crown will most likely not offer the plea-bargain if you choose to argue the 11b

your only course of action at this point is to request disclosure (officer's notes), and try to understand the charge from the officer's POV
only then can you mount a defence
maybe in the future when you see emergency vehicles, either move over one lane... if not while driving by, just slow down... get your daily dose of rubbernecking prescribed ...

you should take pictures of the pothole/intersection/officer's vantage point

i had a similar situation during my trial, where the crown argued that i formed my intentions to go to trial at the First Attendance meeting... so that's where my 11b clock was supposed to start

$52 seems to be steep fine for a private parking infraction
i'd just ignore it, municipalities don't have access to out-of-province information; the QC ticket won't affect your ON plate renewal
i would wait and see if you get a letter of impending conviction in the mail
if you do park there in the future, and they have a log of your ON Plate ...

If anything, they should raise the limit on the 407. One other statistic: Raising the speed limit has been shown to cause a marked drop in the 99th percentile speed. That means that the people who were going the absolute fastest... actually slowed down.
