Yes, the lidar specifically tells the operator it is being jammed. (ie. on target, pull trigger, gets jammed, lidar tells operator it is being jammed, therefore operator also knows which vehicle has the jammer)
I do not see the Marksman being pulled out of use for a few more years, until there is a budget for replacement. My office has 1 Marksman ...

it is a very easy charge for police to obtain a conviction.

All those videos are "construed" on how you want the results......similiar to stats of whatever nature (ie who wants them and for what reason).

While the p/u driver should be charged with quite a bit for his involvement in the collision (and not keep his licence), horse riders should also be more considerate of other vehicles on the roads.
The way it looks to me, there was a group of horse riders spread out all over the road.

The other person probably got the same info as you. It is rare that the info is put on a "collision report" while at scene.
Generally the insurance companies of both involved contact the police that investigated the collision and obtain the collision reports. There is a small fee to get a copy of the collision report.

Sometimes police do have to get close to vehicles and appears to be "tail gating". The reason for this is to read a licence plate. If plates are faded, dirty, obstructed by tinted plate covers, rusty, etc..... OR licence plate light is burnt out, it makes it very difficult to read, even more so at night.
