Nothing changed. It has simply been decided that failure to put the sticker on the registration does not put you in a law-breaking situation.
That's incorrect, the law actually changed a few years ago. You were actually required to affix the sticker to your permit until July of 2012.

again insurance will try anything to get out of a claim,
and thats also what I would have thought,
how would you "not" know that your license was suspended or expired, onus is on the driver surly, except for suspension, again how would you not know?
if you drive while disqualified, surly you are also driving with no insurance too ...

I would plead Not Guilty and request a Trial with the officer present, and then once you get the notice of trial, you can request disclosure (officers notes).
Note that the Toronto court system is pretty backed up so there is a good chance that the court date will be more than a year away and therefore you can get it stayed ...
