So here's a question, regarding things I've seen on line.

"My car can do this... my car can do that.... my car can beat yours.... I took my car up to xxxkmph on the highway"

So let's say you admit to speeding and let's say it was a very HIGH rate of speed in order of magnitude.

Way back in the day (in the UK) when I was in security,
we where told point blank in training, if at all possible

1> never leave site in the car (walk to the shops if possible)

I personally think this is an IMPORTANT step, not saying OP hasn't but doesn't say he has,

case in point, anyone seen the white dodge chargers, which look damn well like police cars but are in fact either security or ticket fighter companies

that is a good question... I got done for a no-u-turn years ago,
cop pointed out the sign and I had a problem seeing it.
so if on a road there is a no u-turn how far down that road would you need to go, b4 you can u-turn

your supposed to check your lights (and other things) before every trip.
you can't rely on the kindness of strangers, in fact I won't even tell people this anymore due to the nasty comments I get back
so I'll let the LEO's deal with that.

at the end of the day (and we've all been there) it's the drivers responsibility to make sure the car is as is ...

In this case, I honestly beleive the best case scenario is that you show up for court and the prosecutor tells you they are dropping the charge because the officer did not show up.
Even if you lose, there is still lots to learn about how the system works by fighting it.

If recent post's/replies mean anything, officers always show up, but could ...

15km's over is def a minor, usually anything under 49 is
(I got a 49km over and it was a minor)

I think "IF" it was only a speeding fine they would drop it to 10km's over which I believe is no points (but still a conviction)
as jsherk says not showing is a lot better than not having as far as the permit is concerned

I forgot about the speeding ticket DOH (I'm on Muscle relaxants presently)

I bet you that they are both minor, you can google minor tickets etc or similar for your insurance company,
I did for mine TD meloche monnex and it gave me info-however your insurance company can tell you
