I found out today that they moved the speed limit sign down the road about 300 meters.

How often does it happen?
Not as often as it sounds. Officers can't simply not show up on a whim. If an officer doesn't show up, there's usually good reasoning behind it (eg. they've transferred somewhere else).

What are peoples opinions on:
A) early resolution meeting with the prosecutor
OR
B) plead not guilty and request a trial
In your situation (speeding that i'd assumed hasn't already been reduced), you'll almost always be offered a plea deal right before your trial anyways. Requesting a trial keeps all your options open, which is why anyone ...

In all fairness, you haven't had a chance to go over disclosure and are making a case out of assumptions.
You don't know where, when, or how your speed was calculated. Perhaps you should wait till the appropriate information is made available to you and start from there.

Stanton pretty much summed it up. Bring in your paperwork showing everything was valid at the time of the stop. They will most likely drop them if you plead guilty to the sign violation.

Quite frankly, the prosecutor and JP are right to be annoyed.
The plate is either expired or it isn't. That's it. You didn't need another court date to review your disclosure because there's nothing to review. Your statements are irrelevant. It doesn't matter if it's your friends car because you're the driver, not your friend.

In Ontario, yellow lines or yellow signs are just cautions/guidelines/warnings or whatever you want to call them. There's nothing that stops you from crossing a solid yellow line as long as it is safe to do so.

Cones around vehicles are for the personal safety of the workers who have to use the vehicle and its doors frequently for tools, supplies, etc so they don't get hit/pinned/killed when they are around the vehicle. I may stand corrected on this one. While there may be another ticket more suitable here, failure to obey the posted sign may not be one of them.
The yellow signs are indeed just cautionary signs, as are all yellow markings. Maybe the officer could have come up with a more suitable charge for what you did before the sign, or even keep the same ...
