Windchill has no effect on dry objects with regard to cooling below actual air temperature. -22 is within the recommended operating range.

A Road Occupancy Permit seems to be a municipal by-law requirement, not provincial. My first search turned up Richmond Hill's requirements. Putting in Caledon got me this:

Where is that congestion from? That may be why the sign is there. If Shaw is becoming congested between 7-9 AM, southbound traffic approaching Dundas essenially only has a single lane; while right-turning vehicles can squeeze past, a car waiting to proceed straight onto Shaw would have to wait there (don't block the box!) and block both straight ...

You should NEVER have more traction in the front than the rear, regardless of where your drive wheels are. Of course, the best solution will be to get four winter tires for the season, then four new, matched tires to replace the worn out summers (all-seasons do not exist in Canada).

Same here (not the tow truck driving, but the simple pulls). No unibodies and no all-season tires. Hard to hook up properly to a unibody as I do not carry that J/T/R-hook cluster, and the all-season guys are on their own as far as I'm concerned. Normally I only hook up if there is a clearly accessible attachment point. Only time I might consider ...
