MTO recommends giving them 1 metre of space to your right, and if the cyclist is riding defensively, they will also be leaving themselves about 1 metre to the curb. If you can't give them that space then you should signal and change to the next lane to pass.

It doesn't matter whether you're holding the phone to your ear or talking through a bluetooth system. You're just as distracted either way. The law is suboptimal; they should have banned cellular phone use altogether.

Hmmm, when I took a skid control course (part of a plea bargain), the course instructor was very adamant that your tires should be set at their maximum pressure. There are also some Bluetooth modules that will clip onto your visor and run from batteries. I'll make an uneducated WAG that a conversation in stereo will be slightly less distracting than a voice in just one ear.

I may have the federal/provincial level stuff confused. The federal government just recently passed a law where jail time before trial would get 1-for-1 credit, capped at 1.5-for-1 credit for extreme circumstances. Maybe this doesn't apply to provincial courts and provincial offences.

It's possible that he tried to slow down and turn at the same time. That's a big no-no when driving near the limit of traction. All necessary speed should be shaved off while the wheels are pointing straight, as you then use all four wheels equally for braking. This sounds like careless driving to me as well. "I slowed down and turned the wheel all the way to the right" could satisfy due diligence for an improper turn, couldn't it? That's my thinking. Careless fits a bit better and also leaves room for plea bargaining.

I do about 50% of my driving in a Ford Escort and it has never hydroplaned in the 9 ...

Vehicle exhaust may be just as bad as the heavy metal dust, but adding equal amounts of "Bad Stuff B" to "Bad Stuff A" makes it twice as bad.

This came up when I was speaking with our detachment commander here. My camera is pretty ancient and won't do RAW. He said that, as far as he knew, RAW formats were not absolutely required, but they do tend to have more credibility than JPEGs. So if your camera can do it, save in RAW format.

That's not my understanding. A four-way stop requires stop signs or a flashing red signal. An uncontrolled intersection is not a stop sign - you yield to vehicles already in the intersection (or who will enter the intersection before you do), and should you arrive at the same time as another vehicle, the one on the right has right-of-way.
