Benjamin Button, I understand what you wrote. It is just wrong. The government can, and will, seize unregistered vehicles as well as those that are registered. Same thing with firearms, etc.
The word register does not mean to give ownership to the Crown, either. Not in Canada, anyway.

It's actually the Compulsory Automobile Insurance Act (CAIA).
Whoever is the registered owner is required to have the insurance. If you have a leased vehicle, that means you have to get the insurance, if that's what you're asking.

Not really. The suspension and the expiry of the licence both would (in a legal sense) bar the owner from driving, but one doesn't cancel the other. This is one of the reasons why the "slow down and move over" law was implemented in Ontario. The officer was stationary, IN his vehicle with a transport truck stopped in front of him, and he still got rammed.
Good news is, it looks like he'll be okay.

First thing to do is get the fines paid off. Contact MTO (Driver Improvement Office) as that is a good place to start, or the court house. Agree with Stanton. A left turn into a parking lot is not a U-turn. If you turn around in the parking lot and turn right on to the roadway, it's still not a U-turn. The U-turn has to occur on the highway (public road)... which, you didn't do, from the sounds of it. You made a left turn on the highway but that's it.

Pretty much, although they will flag down drivers and check their licence status periodically. Oh that's another thing - South Africa is chock-full of unlicenced drivers.
That said, in all fairness to the South African Police Service and the other police agencies across the country, they've got higher priorities to tackle with limited resources.

The insurance adjuster will get all of the relevant information. I wouldn't worry too much about the officer's failure to hand it over. They'll track down the York Regional Police's underwriters and deal with them.

Did you get summoned to court or is it a Provincial Offences Notice (part I)? The total payable should be $490, set fine of $400. If he wrote a set fine of $265 with a total payable of $325, you have a fatal error on your ticket, my friend... but only if it is a Part I notice and not a Summons.

It does make a difference. If you got hit first and got slammed into the vehicle in front of you, that's a completely different situation for insurance purposes. You could dispute it, but it will take some time. The question is, how did they figure that you were the first one to cause an impact?
