Yep, actually Stanton is correct - as usual. "Vehicle owner.". My bad. Either way, any automobile driven on public roads needs insurance, no matter who owns it.

Benjamin Button, I understand what you wrote. It is just wrong. The government can, and will, seize unregistered vehicles as well as those that are registered. Same thing with firearms, etc.
The word register does not mean to give ownership to the Crown, either. Not in Canada, anyway.

The reason they can impound a car is because the car becomes the property of the Ministry the minute you register it. Anything that is registered belongs to the Crown I believe.

It's actually the Compulsory Automobile Insurance Act (CAIA).
Whoever is the registered owner is required to have the insurance. If you have a leased vehicle, that means you have to get the insurance, if that's what you're asking.

Not really. The suspension and the expiry of the licence both would (in a legal sense) bar the owner from driving, but one doesn't cancel the other. For example, there are two different offences: Drive Suspended and Drive With No Licence. Nope. The 40 km/h sign is "prima facie" evidence of the existence of the by-law. This used to be a tactic that had some success (usually for "disobey sign" tickets) but it hasn't really worked very well recently, at least as far as I know.

This is one of the reasons why the "slow down and move over" law was implemented in Ontario. The officer was stationary, IN his vehicle with a transport truck stopped in front of him, and he still got rammed.
Good news is, it looks like he'll be okay.

First thing to do is get the fines paid off. Contact MTO (Driver Improvement Office) as that is a good place to start, or the court house. They should be able to start steering you in the right direction. He'll have to pay the fines, plus a licence reinstatement fee of $150. Agree with Stanton. A left turn into a parking lot is not a U-turn. If you turn around in the parking lot and turn right on to the roadway, it's still not a U-turn. The U-turn has to occur on the highway (public road)... which, you didn't do, from the sounds of it. You made a left turn on the highway but that's it.
