I'm going to agree with the OP. The street on the immediate right (Queenston) is a one-way and they seem to "branch" at the same point... so I'd say a right turn on red to Niagara Street is ok. Of course... the Niagara Regional Police probably have their own view.

I believe they simply entitle you to park in designated accessible parking spots.

Were there other vehicles around you when you made that turn? If there are no vehicles that would've been "affected" by your turn, you don't have to signal.

Unfortunately, I have to agree with Stanton and viper1. There's no way to un-do the suspension. If you get four demerit points and you are a G2 driver, they automatically suspend your licence for 30 days. If the officer thinks that's a U-turn, he'll find out that pretty much no one else believes that when it goes to trial... If the Prosecutor doesn't withdraw it first.
