Fail to sign ownership in ink, no. There are one or two very weird insurance companies that would but the overwhelming majority don't care. That particular offence seldom, if ever, will have any effect on your rates.

In short: 19 + G2 + traffic ticket = OMG MY INSURANCE IS INSANE!! There are only a couple of insurance companies that tend to be sympathetic to younger/inexperienced drivers who get tickets, but the overwhelming majority of them will drive your rates through the stratosphere, particularly for an offence such as following too closely.

Medical stuff is always touchy. As racer and ticketcombat said, this is an MTO issue, not a court one. You may also want to try to find a doctor who deals with driver licensing, some of them have a specialized practice. I don't think having DT due to drinking is a disqualifying condition; seizure is disqualifying.

They should withdraw the "following too closely" charge and replace it with improper brake or unsafe vehicle, not add the other charges. Pointts (or any other paralegal) may be expensive, but considering that you're a young driver with a G2, and have been charged with following too closely where a collision occurred, it would be well worth it. Just to add to what Bear & Reflections said... the US is big on "jurisdiction." People get out of tickets down there because Officer So-and-So "didn't have jurisdiction."
