That's a weird one. Although, as was mentioned, they can issue the charge in the manner that they did, it's definitely not normal, unless there was some sort of emergency call that the officer had to handle ASAP.

Unless they were parked WAY behind the entrance, they probably could've seen if anyone made the turn. If the officer shows up for trial, he'll testify that he clearly observed you make the turn. To fight his testimony, you'd have to take a photograph from exactly where he was standing/sitting and show that it would be impossible for him to observe ...

This incident is funny and stupid at the same time. I guess Fantino wasn't kidding when he said they'd seize their own cruisers.

Are any non-domestic vehicles "pursuit-rated" in North America? Also have the Michigan State Police (this is relevant because apparently they have the most accepted selection/testing process) tested any of them to see if they meet their criteria? Just curious...

The bad news about traffic tickets in Quebec is that the $115 is the base fine. Some motorcyclists insist that their loud pipes are a safety necessity, so that people will "hear them coming," and react accordingly. Yeah... sure...
Doesn't work too well for emergency vehicles with the siren blaring so I don't know why they think a loud muffler will make any difference.

The officer does not have to directly observe the sign itself at the exact moment of the offence. They do have to observe the offence . Example: Sometimes they'll sit around a corner where there is a "no right turn" or "no left turn" sign, or whatever, and nail anyone who makes the turn. That's enough to get a conviction, usually.

The bilingual argument works if the sign is not bilingual and you happened to be in a "designated bilingual area." Mississauga IS a designated bilingual area. So many drivers are oblivious to rear antenna, do the ole slow down once they identify the cruiser and then still pass the marked car above the speed limit

Missing signature is a "fatal error," so yes it will be dismissed. The officer simply writing his/her name at the top of the ticket is not sufficient. OOPS. Fight it. Check out this explanation:
