I received a ticket for "failure toproperly wear seatbelt, HTA 128. When I looked up HTA 128 - the heading is speeding. Would I be able to fight this ticket based on the officer citing the wrong section??

You may be able to argue that the mistake is misleading and may win. This argument has to be addressed at the appeal level as at trial level this error can be amended to reflect proper section number (or offence wording for that matter:)
