"driving Without Insurance" But I'm Not The Owner Of The Car
Can I be charged with "driving without insurance" if I'm not the owner of the car ?
Also, if they drop the charge against me, will the owner get charged ?

1) Only the actual vehicle owner can be charged for operating a motor vehicle with no insurance.
2) It's certainly possible.
