Answered my own question as nobody here knows. Obviously, avoid Iowa. County Attorney will hire a collection agency. Courts will issue a bench warrant. DOT will create a record shareable with other states so that you cannot get a USA drivers licence anywhere.

I would recommend hiring a Paralegal or Lawyer that deals with Careless Driving. You don't want to lose to this charge. I would not fight it myself if that's what the main question is.

I think not knowing which plate goes on it is a big no no, its like not knowing which insurance slip to keep in the car...so I would be careful and take a plea.

The best thing you could do is ask MTO because they could clearly explain the process to you, anything else would just be speculation.
