You would think there would be a system in place where government would have the supreme court review and approve laws prior to enacting them. This would save taxpayers millions of dollars, since so many laws are challenged. If we plug the holes before laws are enacted, they could not be winnable on appeal, saving us money.

Police are allowed to issue tickets on private property, otherwise all you would have to do in order to avoid a ticket is drive into anybody's driveway and you're home free.

Actually, 10 months should be able to qualify you for the 11B without even referring to the disclosure. However, not having a disclosure lets you argue for stay based on "non-disclosure". The prosecutor will try to reschedule the date, and then you can double-wham him with the 11B, AND the fact that you have to come back to court, which costs you ...

The hosting company had an overload at one of their main routers, so they are currently investigating and re-routing their servers. Well, you don't have a ticket, you got Summons to go to court. Not sure how to force a fatal error on those. Not showing up for court can mean jail time, so you gotta be careful. How much time before the court date do you have? If it is more than 6 months, then you have more options, for example, the cop may not issue you another ticket or correct ...

There is always a chance. The very 1-st thing to do in any case is to plead "not guilty". Once you do that, then you can file for disclosure. Once you see the disclosure, you can see what evidence they have against you.
If you decide to change your mind and plead guilty, you can always do that later.

11b is a stay application (stay means the proceeding are halted and no charges laid/convictions entered) due to unreasonable delay. In short, if your trial is over 1 year after the date of the offence, or you have been to court twice already with no conviction, you can file an 11b stay application to halt the proceedings.
