I would go on the confuse identity of the plate, it is not white as Ontario plates are supposed to be, or pending colour, obstruct plate

I still find it unusual that speeding exists on top of stunt driving. .

can put it another way, as an example

a person can be charged with "impaired driving" and can also be charged with "driving with over 80mgs of alcohol in 100ml of blood" (which has a numerical value) as BOTH are seperate offences
now relate that to the HTA

GPS idea was already tossed out of courts as a defence. Coles notes version is that the GPS is not completely "accurate". There is a thread somewhere on here about that case.

Quite often on an enforcement program of that nature, the officer writing the ticket has the officer name/ date/road/municipality/act/section/ badge/ unit # all filled in, plus probably has the wording filled in (ie: Speeding at km/hr in a posted ...

I have had people rapidly gain on me and then flash their highbeams at me too.... some not noticing that there was a big word on the back of my car *doh* :)

Just looked up the requirements for a motor vehicle safety (HTA OREG 611) and a muffler is required (schedule 1, sec 1(10)(a).
Therfore, the charge of unsafe vehicle could apply as the vehicle cannot pass the safety requirement.
