ok smarty clown, how do you propose we obtain this information that someone is talking on a phone and collides with something? I can read most of it. Looks like the officer used something called a Genesis II (not sure if it is a radar or laser).
He used it from approx 200m. According to the notes there were no other vehicles insight. There were other vehicles but I'm guess its going to be his word against mine on that.

Notice of Licence Suspension is just that.....you were notified that your licence is suspended......no fine, nothing. If you drive from this point forward until the MTO re-instates the licence you could face huge fines etc.

I'll take the middle road. Was there a mistake, yes. Do we fire the officer, no. Quash the ticket, yes. Done and done. The officer needs some more training on writing down numbers.

Interesting study...but they have a one liner in their summary:
"Further studies need to be conducted to analyze the overall effects of speed limit changes on accidents"
Has that further study happened yet? Maybe you can dig that out from where you got the above. Said it would take about 3yrs, study was in 2004.
