the speedo is going to be accurate +/- 10, if its a digital readout, it's going to be balls on accurate

unless rims/tires are NOT OEM

in the past I've always spoken to police, like anyone treat people with some respect and it goes a loong way,
I've talked myself out of seat belts and even blowing a red light (and that was blatent) and the olf having fog lights on with no fog.

speedo's have a +/- 10% accuracy

and modern speedo's are pretty damn accurate not like back in the day, a lot of it is digital technology, albeit on a analogue display.

booster seats are supposed to be used for children from 18kgs onwards

1) if a child is not quite 18kg, say 16kg could/would the driver get a ticket, what would be the charge ?

2) if a car was stopped, is this something a LEO would check or know how to check

3) is this more of an issue if the car was in an accident and SIU was investigating as ...

also Jumping a RED light is far far far more deadly than most offences, as your likly to crash with somone coming the other way
I very rarely have any sympathy for anyone jumping a red light

correct; but insurance "if they ask the question" usually, is what/how many convictions have you had in the past "5" years; albeit; if you've been with the insurance company some years and towards year 4 or 5 been good;
the hike should be less,

it WILL effect you for at least 5 years though insurance wise

points has nothing to do with insurance,
all they worry about if you have a conviction,
if you get convicted depending on if its a minor or major it could effect you insurance

"as" a rule of thumb 1 MINOR conviction usually has 0 effect on premiums,
i believe fail to stop is a minor

but the problem is the next one will then be your 2nd, so best ...
