You have to attend court in the jurisdiction where the offence occured.

Was this was the first time you were pulled over for the headlight? If so thats a real bullisht ticket. No need for anything but a warning on that one.

As for the insurance, you got to have that paper. Cops are sticky on that. But even so I thought they had some way on their onboard computers to see if you have legit insurance, paper or not.

Im sorry but this "cop" was not in a marked vehicle, did not wear a uniform, did not show a badge, and demanded money on the spot, yet he thought she was a cop. the "stop arm" does not have to be working for this to be an offence.

In the situation you discribe it would be unwise to stop. Seems to me you were unsure if he was a cop or not, so dont beat yourself up. I dont think police can pull you over off duty or in their personal vehicles. (nor would I stop) As it may be difficult to tell even if he had an unmarked car... thats why they have flashing blue lights.

It doesn't make sence to me that you expect other road users to share the road with you and then you go squeese past several cars and run the red light just to have the cars pass you again.
