It would not work, there are no absolute rights in Canada. Random spot checks for impaired drivers would require you to open a window. An officer also has the power to check the mechanical fitness of your vehicle at any time and while doing so may require you to exit the vehicle. Sorry I forgot about the personal use exemption they came out with a few years back (living in the past I guess). Basically to qualify your vehicle should not have been modified in any significant way (if it's a pickup it must have the original box on it) and must not be engaging in most commercial activities. I think you're lucky you didn't get buggered up with the CVOR issue.
If your truck and trailer are registered for or are actually over 4500 kg then a CVOR would be required. (There are a few exceptions but I don't believe you qualify)

I don't see how a policy (real or not) requiring an officer identifying themselves has anything to do with charges related to the HTA.

This is one you would want to take to court showing a different car in the video.... until it shows a car being driven by you not stopping. But if the video doesn't capture you not stopping but shows a car different from the one on the ticket being driven by you then you would have a tremendous edge during the trial. I'm going to go out on a limb here seeing how the cell phone law didn't exist when you were born I would try forcing the fatal error.
I don't know that it would be successful but given the kind of ticket you got you don't really have much to lose.

Congrats on beating the ticket. I'm guessing your accident was still deemed 100 percent your fault by the insurance, so I don't know you'll find affordable coverage for some time.

You will challenge the officers credibility on cross examination and/or give your own conflicting testimony stating that you are absolutely certain you were not holding a phone.
