I use "no validation on permit" quite regularily, most often in lieu of a speeding offence which has points.

While it's possible to maintain control of a vehicle with a blown tire, it's an infrequent and sudden event .

Police services don't receive any money from tickets....all goes to the municipality where the offence is issue. Municipality then can use the money as they see fit.
