It's really the same had you hit a cop car, whoes word are other LEO's going to accept.
Get a GOOD paralegal,
your not debating you hit the car, but HOW you hit it, otherwords, you where pushed,
sitting on the fence "people drive far too close and do not keep enough stopping/braking distance or PUSHING distance"

Multi Car Pile Up: Who is at Fault?
Who is at fault in a multi car pile up? This instance is one of the hardest for the insurance companies to decide. There are general rules of thumb that can help determine who was at fault.

If your holding it, that's all that is required, doesn't matter where, stop light etc, if the engine is running and your on the road i.e not pulled over and properly/safely stopped.
Clean record doesn't matter
I don't think it can be reduced as there is no other charge to reduce it to,
Others will be along to corroborate and offer advise

another good point, what the hell has happened to courtesy, many years ago, us drivers used to look out for each other, see a leak of water, no brake lights, even warn oncoming cars of speed/cops laying in wait.
now, "screw you", I always give a wave like you and then get thoroughly pi$$ed when the driver doesn't return it, as if it was there right ...

no, no, not overkill, your VERY sensible,
it doesnt matter who is right or wrong, if your dead or seriously injured, very few things can remedy that,
as a driver doing everything right, imagine the guilt you would have,
I had the shakes all night, even a shot of brandy (when I got home) didn't calm me down, not for a few hours.
Yes, I realized ...

not sure your correct on that.
option 2 ER, you always see the prosecutor to discuss a resolution, lower fine etc, generally, they WONT go into your defenses, you are generally guilty, then you go before a judge,
not heard nor seen it how you describe it.
I've seen 3 or 4 cases , that the defendants have been excused, depending on there excuses ...

Remember though that a 15 over (0 demerits) and the 20 over (3 demerits) will still cause your insurance to increase the same amount.
as jsherk says also to note the points are irrelevant to some extent, except for totting up
