You usually don't get typed notes on a first request. It's hard to argue you can't read what you haven't seen.
All parties were in the same room when you received your disclosure package. If you needed clarification, it could and would have been provided right then and there. It doesn't take much to know a set of hand written notes aren't legible ...

As far as the window tint, I might suggest one avenue you may want to explore. In 2017, revised motor vehicle safety requirements will come into effect. Most, if not all, of these changes are far more stringent and one of them is gauging the window tint.

While the officer may not want to show you the speed listed on his device for safety reasons, it's not the only reason. Another reason is they do not need to prove their case on the side of the road. The road is not a courtroom. If you don't agree with the charge, plead not guilty, make a disclosure request, and get the evidence that way.

The officer was correct. You didn't provide a valid insurance card. You are required to provide a card upon demand. You provided an expired card. They are not required to wait while you search through your car a second time around. Obviously, there's going to be an allowance for you to initially locate your paperwork within reason.

Novice sanctions are something that are done by the ministry upon conviction. That's between you and the Ministry. Unless they offer a lower charge at the courthouse, you're out of luck. Unfortunately, handheld device is one of those charges they can't really change.
