Added note: Toronto Police are getting sneaky in this area. Enforcement is now on both north and southbound lanes. Just north of the bridge, police officer hides behind a row of trees using LIDAR to track northbound vehicles. Marked scout car is parked behind the trees. Very difficult to spot.

FWIW - not trying to answer for Bear here - I've seen OPP using LIDAR while stationary and parked either sideways or parallel to the road. The "speeding x km/h in an x km/h zone" would refer to an error by the officer in writing the ticket, as in: "Speeding 60 km/h in a 86 km/h zone." Well, an 86 km/h zone means that you can drive up to 86 km/h before you're speeding, and if the person was doing 60, then they're not breaking the law. If you fight the insurance card ticket, there is a possibility that the Crown, upon discovering that you were stopped initially for speeding, could file a motion to also charge you with speeding.
