They gave legal monopolies to drivetest centres + licensing centers and essentially milk the public for every dime possible. If he charged you under a municipal by law, then it's good. But the highway traffic act doesn't cover private property. Only a few offences under the HTA can be laid anywhere, but a stop sign isn't one.

I have seen them accept the record when not under sign / seal of MTO. I've seen the crown ask the defendant if that is their record, says yes, and gets passed up ....

For disclosure I print FULL driving history and let the crown decide what they will use..

Life time prohibition is that. Penalties are there for a reason and ment to be a specific (you) and general ( public ) deterrent.

Frankly I would say you have no leg to stand on, but who knows. Completing a back on track course might help others but I doubt it would help you as your prohibition is for life.
