Small tickets like that usually do not count. Not as much at least. Having a 30-49 over will, most definetly, increase your insurance rate, as the companies view it as "Major speeding" offence. 15 over you are looking at insurance increase of $200 per year at most, and, quite possibly, no increase whatsoever. Is this your 1-st ticket?

I was hoping the guy would get assault or dangerous driving. That is nuts. Sounds like he deliberately hit the horse and rider. Obviously he's completely off his rocker.

There was a case, unapplicable as it it is in the US, of a driver charged on a parking lot of a hospital in Dallas as he was hurrying trying to get to see his dying mother-in-law. The officer took his time and acted rude and threatened the driver, a Houston Texans running back Ryan Moats, who did not identify himself as an NFL player at the time ...

Passing in itself is not, however, speeding while passing may be illegal. How fast was the LEO going, what was the speed limit, and how fast were you going when you overtook him/her?

There was another accident awhile ago, where not one but two horses were killed, the driver wrote the car off, so he had to stick around.!

Wasn't there a certain police officer who was also charged under 172 who did something similar? Or are we referring to the same incident ? I read somewhere that his case was scheduled for March 11 this year ...
