On unlit streets, I sometimes drive at night wearing high-contrast glasses (you may know them as shooting glasses) to highlight lane markings, shadows, and, during a snowstorm, where the two tire tracks on the road are.

Looks like a lot of errors were made.
Since a collision was involved, witnesses must be present at trial. If they do not show up, case dismissed. This would tell me that perhaps someone was being rushed to the hospital and they either did not have time, or did not think, to call paramedics.

Perhaps a minimum speed limit would have to be applied here? I mean slowing down even from 100 to 60 because someone afraid of going 100 is still quite a bit. In Europe minimum speed limit is quite common on their roads. There are plenty of alternative routes to be considered if one is unable to go the speed limit of 400-series.
