As a side question to others reading this thread, is it City of Toronto POLICE that issue by-law offences like this, or does Toronto have seperate by-law officers?
Toronto has a separate Parking Enforcement Unit that issues parking tickets. This unit is managed by the Toronto police, but the parking enforcement officers themselves are not police ...

I agree with the the others, file for court and request disclosure. At the very least you won't have to pay it until the trial process is complete, which will likely be many months down the road. Did you pay online or by mail? If you paid online then you should be fine. Nobody will get around to doing the paper work to have your licence suspended until Tuesday at the earliest in which case they should see that your payment was made in time. I would call the court house and ask them what is happening. It is possible that the officer never turned in their copy of the ticket, in which case you are off the hook. Yes, those numbers to the ticket number for the ticket that was issued to the other driver. P.O.T No. is short for provincial offences ticket number.

I would go ahead and file the appeal. In order for the ticket to be valid the set fine has to match the offence shown on the face of the ticket. I think you have a strong argument that the set fine does not match the offence on that ticket since no speed is listed. In this case I can't say for sure how the appeals court will rule, but if it were me ...

It wouldn't hurt contact the court and see if you have been given a court date yet, sometimes things do get lost in the mail. If you have the number for the court house you can even do this over the phone.

If the Justice of the Peace who examines past due tickets does his job correctly he should quash the ticket, in which case you won't hear anything from the court. I don't think it matters whether you renew the sticker or pay the fine first, just as long as you pay the fine with in 15 days of getting the ticket so they don't suspend your licence. The fine can't be paid at Service Ontario where you renew your sticker, you have to send that payment to the court in the jurisdiction where the ticket was issued ...

There is a by-law against parking outside the marked spaces in Green P lots, although I can't find the exact number for it at the moment. If the tickets are hand written, as opposed to computer generated, then yes the officer has to sign both tickets. An unsigned ticket is a considered a fatal error, and thus the best thing for you to do is ignore the unsigned ticket. While technically they can send your ticket into default proceedings after 15 days, it usually takes them a little longer than that to get around to it. Obviously the longer you leave your ticket unanswered past the 15 day mark the more likely it is that the city will do the paper work to get a default judgment against you. The regulations for S. 154.1 only list HOV designations on a number of 400 series highways. Toronto By-law 950-503 seems to regulate HOV lanes on city streets in Toronto. Here is a link to the minimum signage requirements for disabled parking spaces as set out in the Highway Traffic Act. As bend pointed out, you should also look at the by-laws for the city in which the ticket was issued as they may require additional signage or markings over and above the minimum required by the Highway traffic Act.

I don't think you will have been convicted by default yet, although it never hurts to call and check. Typically with a parking ticket if you don't respond within 15 days they will send you a notice of impending conviction in the mail which gives you an additional 15 days to respond before they go to court to get a default judgment against you ...

Some times the court houses are only open a few days a week in some of the small towns in upstate NY, so it is possible that nobody there has checked the mail yet. As others have said, it will depend on how the issuing police force handles ticket writing and note taking. Some have gone over to computerized ticketing and note taking, some haven't. It is also possible that some forces may have computerized note taking but are still issuing hand written tickets.
