In most cases, they are both considered minor offences (minor, major, serious).

iFly55 summed it up pretty well.
G1 drivers are not allowed on 400 series highways or expressways unless they are accompanied by a licensed driving instructor.

Was it snowy enough that you felt you were going to slide to a stop in the intersection so decided to continue? This might be a defense you could try.

The charge is for not surrendering your license when requested, not for having no insurance at all.

Railway crossing infractions (any type) will usually count as a minor conviction. So would disobeying traffic signs, signals, or regulating lights unless it involves a school bus or school crossing.
